Markus Mead, Principal, is a fourth generation Oregonian, with his family hailing from the
Medford area. He went to high school in
Bend, skiing and fishing at every available moment. In 1996 he received his B.A. in Social Sciences from Western Oregon University, and his B.S. in Geography from OSU in 1998 and eventually received a Master's of Urban Planning at Portland State University.
As a land use consultant, Markus began at Group Mackenzie in
Portland Oregon as an Assistant Planner writing land use application narratives, refining site plans and sheparding permits. He then worked as a Project Planner on residential and commercial developments for Christensen Engineering. Wanting to perform less development-related planning, he worked as an Associate Planner for the JD White Company (now Berger/Abam) in Vancouver Washington and
Portland Oregon. In the bi-state nature of this company, he learned
Washington's Growth Management Act and performed many projects for jurisdictions and municipalities such as Comprehensive Plan Updates, and large projects such as EIS, environmental permits and Master Plans. He also worked for the City of Tigard's Long Range Planning Department.
Switching to the environmental non-profit world, Markus applied much of his land use policy knowledge to the coastal management activism and marine policy projects of The Surfrider Foundation. Markus has continued to specialize within the environmental planning sector with New Wave Planning. New Wave Planning is a single-employee company.

Stormwater Management Ordinance Amendment
New Wave Planning composed a draft stormwater management ordinance based on low impact development and best management practices. The intent was to help restore a local anadromous (salmon) fish harvest and meet the City's needs. The ordinance will go before City Council by 2010 and be available on the City's website.
Port Orford Stewardship Area
This report characterizes existing protections and threats to water quality in the Stewardship Area. It addresses priority gaps in habitat management by analyzing water quality structure. It provides a Stewardship Area management tool for POORT to promote, providing tools and strategy to refine management by promoting citizen advocacy in local stewardship.
The project scope is to focus on the link between land use management and water quality standards and marine habitat quality. Therefore it focuses on the linkages between the watershed and the sea. By bringing management agencies, local institutions such as the Port Commission, public bodies such as the Port Orford Planning Commission and members of the public such as land owners, it builds relationships with local institutions and educates stakeholders about land-sea connections.
The Stewardship Area's Principles are intended to use an ecosystem-based management approach for marine management including fish harvest. Comprehensive watershed management through Low Impact Development using BMPs as implementing tools is a model which adheres to the EBM approach and can be used for the Area's watersheds, creating a seamless land-sea management connection.

Accessory Dwelling Units
One of the most important elements to creating a community is residential density; people living close together. Accessory Dwelling Units (ADU), also called "granny flats" can create this density, provide more housing options for a variety of incomes, address gentrification, increase density - and thus making public transportation and alternative transportation modes such as cycling more viable. It is also a great source of additional income. Contact me to determine how this can be done at your home.

Barbur Blvd. Townhomes/Offices (Portland Oregon)
I designed this site plan and wrote the application narrative. It was a split-zone and split Comp. Plan designation. This attached housing design was one of three alternatives including an office building in front and attached housing in the rear. The last one, not requiring a Comp. Plan amendment was constructed. It is now an office building (see below photo).

Elkhorn Ridge Estates (Tigard Oregon)
I helped design this subdivision. I wrote the application narrative and produced the land use application. I also coordinated some of the funding and all of the development permits and contractors (and did some of the work too). It's on Bull Mountain in Tigard. This site took lots of environmental permitting due to the three streams on the site.

Happy Valley Subdivision, Happy Valley Oregon
I designed, negotiated, created the land use and engineering applications and permits, did much of the pre-site development work (such as surveying and clearing) and secured new funders/clients when the intial ones left the project. It became a Street of Dreams candidate. I designed this to minimize earth clearing costs by utilizing contours. I tried to save as many trees as possible by locating homes in existing cleared areas and putting a public trail along the permiter so people can "access" trees.

describe past and present land uses at Columbia Gateway, to present potential impacts associated with the four Columbia Gateway Subarea Plan Alternatives, and to propose mitigation measures for those impacts.

Frenchman's Bar Due Dilligence and Appraisal (Clark County WA)
Assess the potential long-term use options for the Frenchman’s Bar tidelands property. At project commencement, the tideland parcel boundaries and location had not been established or verified, and were in dispute. Because parcel location and boundaries influence use options, these parcel boundaries needed to be confirmed before proceeding on the use analysis.

Shoreline Management Permit and Scoping - Vancouver Lake (Vancouver WA)
Confirming the shoreline permitting requirements and possible exemptions, verifying the shoreline environment designation of the property, and producing a technical memorandum identifying these findings.

Tillamook Jetty Shoreline Armoring comments
US Army Corps of Engineers is now required to maintain the beach in front of the new 300-foot rip-rap revetment along the beach at the north Tillamook Jetty. Hopefully, this action will save the wave at Barview.
Winchester Bay Public Beach Access, Master Plan
Provide public comments, collaborate with state agencies and State Parks Commission for property purchase and beach access maintenance. Surfrider Foundation volunteers helped keep the Winchester Bay parking lot free and open to public beach use by assuring it wasn't purchased by the County, and remains in Corps ownership.
Member, DEQ/DHS Beach Monitoring Program Advisory Council. This Council formulated a health advisory sign and public notification procedure during high bacteria level events. This procedure was designed to maintain coastal tourism, adequately advisehttp://www.surfrider.org/oregon/news/2004/2004-04-21-oceanreport.html water recreation users, and educate beachgoers about how bacteria enters our oceans.
Promote the US Commission on Ocean Policy to state agencies and Governor's office.
Through public comment, activist involvement and staff meetings.
